I read his bio. So, what agencies does he care about? You could send a  
query over to the patent office asking about the RFI ... will  
submissions be made public, what's up with this PAIR crawl, etc. But,  
I'd pick one where he's active already and his staff have ongoing  
contacts.

His web site sure could use a touchup. Maybe you could get them one  
that validates. :) His home page is a total mish-mash.
