8-track recorder ... records up to 8 webcast streams from the feds,  
transcodes into better format, spools to disk.

there is *no* permanent record for house appropriations, house  
financial services, and several others as a matter of policy ...

the hard part is the transcoding into a better format ... realaudio/ 
video is really tough.
