usps ncoa?  good luck.  btw, they included a shrinkwrap license  
agreement in one of their mailings to me, so we should assume we're  
under a EULA (but, if we extract facts, we are ok).

for ssa dmf, why don't we just buy it and open source it?  it is  
fairly cheap.  but, are you sure you don't need the $6,900 product?   
You also understand that you would be required by law to apply the  
weekly updates?
